The wording below the commission seal reads: "Rebuilt With the Aid of the People of the United States of America Under the Philippine Rehabilitation Act of 1946." This photograph is part of a scrapbook featuring Philippine locations and from the Honorable Francis P. Matthews, Secretary of the Navy.

Robert C. Goodwin, an official in the U.S. Department of Labor, Bureau of Employment Security, is shown standing behind a podium and speaking. According to Goodwin's appointment book, he was attending and addressing a meeting of the Arkansas chapter of IAPES (International Association of Personnel in Employment Security) held at the Lafayette Hotel in Little Rock, Arkansas, March 22-23, 1956.
