Robert C. Goodwin, an official in the U.S. Department of Labor, Bureau of Employment Security, is shown standing behind a podium and speaking. According to Goodwin's appointment book, he was attending and addressing a meeting of the Arkansas chapter of IAPES (International Association of Personnel in Employment Security) held at the Lafayette Hotel in Little Rock, Arkansas, March 22-23, 1956. The chapter's banner is partially in view behind Mr. Goodwin.
