His opening words "Mr. Chairman" referred to Nicholas Kelley, president of the National Civil Service League and vice president and general counsel of the Chrysler Corp. The address was broadcast. President Harry S. Truman's address before the National Association of Postmasters, Washington, DC. The President spoke at 11:10 a.m. in Constitution Hall. In his opening words he referred to Bernard F. Dickmann, postmaster of St. Louis, Mo., and president of the National Association of Postmasters of the United States, and to Postmaster General Jesse M. Donaldson.
