President Truman, in his capacity as honorary president of the Boy Scouts, received a report from Eagle Scout William Sibley of Union, SC. Eagle Scout Eddie Morales (or maybe Melendez?) of Puerto Rico gives the President a Liberty Bell replica on behalf of the territories. Another Boy Scout is not identified.
