Artemus L. Gates, new Under Secretary of the Navy puts his flag in position on Secretary Forrestal's desk piece. When an Admiral is on board his flagship he runs up his flag. Similarly, when Secretary Forrestal's staff is in town he puts their respective flags in this holder on his desk. Left to right the flags represent: H. Struve Hensel, Chief of Naval Ordnance; Artemus L. Gates, newly sworn in Under Secretary of the Navy; Admiral Ernest J. King, Chief of Naval Operations; and F. J.
