On this date President Truman signed Executive Order 9981 declaring "there shall be equality of treatment and opportunity for all persons in the armed services without regard to race, color, religion or national origin," and establishing a presidential committee to implement the order. Also signed was Executive Order 9980, which eliminated discriminatory practices throughout the Federal government based on race, color, religion, or national origin. The Cabinet Members met in the Cabinet Room and then accompanied the President to the Capitol where at 12.30 pm he addressed a joint session of the Special Session of the Congress.
