Earlier that day the President had signed Executive Order 10340 "Directing the Secretary of Commerce to Take Possession of and Operate the Plants and facilities of Certain Steel Companies" (3 CFR, 1949-1953 Comp., p. 861). This order was ruled unconstitutional by the United States Supreme Court on June 2.
