The President wipes a pen after signing the British Loan Bill

Each pen used in signing the British Loan Bill was completely wiped by President Harry S. Truman with a scrap of white rag before it was presented to each Cabinet member or British dignitary. Looking at the President as he wipes the pen are Left to Right: Will Clayton, Fred Vinson, Secretary of State James Byrnes and British Ambassador Lord Inverchapel. President Harry S. Truman reaches for another of the wooden pens used for the signing of the British Loan Bill which he distributes to the Cabinet members, legislators and others present who had a part in the passage of the Bill.
