The man on the left is unidentified and he is presenting a proclamation to Murphy in which Murphy is appointed an International Ambassador for Hemisfair 1968, an international exposition to be held April 6-October 6, 1968. The event was to commemorate the 250th anniversary of the city of San Antonio, Texas.
