Robert C. Goodwin, Director of the U.S. Department of Labor's Bureau of Employment Security, is shown disembarking a plane and shaking hands with an unidentified man. The location is believed to be Norfolk, Virginia and Goodwin is on his way to the East Coast Farm Placement Conference held at Nags Head, North Carolina, February 16-18, 1960. The man beside Goodwin may be Lester Rindler.
