College, and to Norris E. Dodd, Director General, Food and Agriculture Organization of the United Nations.

His opening words "Mr. Commander" referred to Harold A. Keats of Fort Lauderdale, Fla., retiring National Commander of the American Veterans of World War II. The address was broadcast over all major radio networks.
