Paul Henri-Spaak, Socialist Foreign Minister of Belgium, will represent his country at the forthcoming United Nations Conference at San Francisco. A survivor of the cabinet crisis the prior fall, Spaak was one of the strongmen of the cabinet. Millionaire Edwin W. Pauley, Treasurer of the Democratic National Committee, was named by President Truman to serve as the American member of the Allied Reparations Commission meeting in Moscow. Mr. Pauley went to Moscow with the personal rank of Ambassador. From: Beth Gore
