McNair to the combined classes and faculties of the National War College and the Industrial College of the Armed Forces. In his opening words he referred to Lt. Gen. Howard A. Craig, USAF, commandant of the National War College. Of note, the phrase "the buck stops here" is used in this speech, close to the end of the talk.
