The President spoke at 12:50 p.m. in the Rose Garden at the White House. The Institute, held in Washington, June 16-July 11, was under the direction of the American University in cooperation with the Library of Congress, the National Archives and Records Service, and the Maryland Hall of Records.

Truman's remarks upon receiving a Medal presented by students from William Chrisman High School, Independence, MO. The President spoke at 11:35 a.m. in the Rose Garden of the White House. David Freeman, president of the student body and one of four first place winners from the high school in the speech contests in Missouri, presented President Truman with a gold medal on behalf of the school's chapter of the National Forensic League.
