Blair; Speaker of the House Sam Rayburn; Assistant Minority Leader of the House Charles Halleck; Minority Leader of the Senate William F. Knowland; President of University of Missouri Dr. Elmer Ellis; President of Howard University Rev. Dr. Mordecai Johnson (whose blessing is cut off at the end). SR72-4-2 continues with Rev. Dr. Johnson's blessing; O'Connor officially delivers the deed to the Truman Library to Administrator of General Services Franklin G. Floete. Ceremony continued on to SR72-5.
