Description
Secretary of State John Foster Dulles, bare headed in a chill wind, stood on the rear steps of the main State Department Building to speak to several thousand employees assembled in a parking lot. He told them he always felt there is "no service one can render to his country that is higher or more valuable" than to be in the foreign service or the State Department. From: Beth Gore.
