Description

Rear Admiral Sidney W. Souers (on podium), shakes hands with President Dwight D. Eisenhower, who laid the cornerstone for the CIA's new 5 million dollar building. The present director, Allen Dulles, is on the right of the President, while Rev. Frederick Brown Harris, chaplain of the Senate, is on the platform behind Adm. Souers.
