Washington, D. C. Former President Harry S. Truman waves a hand today as he addresses a bi-partisan conference on foreign aid. The former Chief Executive hailed, then lambasted the Eisenhower administration as devoid of new ideas on how to administer it. The Truman address, given in typical give-em-hell fashion, jarred the non-partisan atmosphere.
