President Truman unfolds his speech as he prepares to address the Civil Air Patrol banquet attendees in Washington, D. C.. He said that we are winning the Cold War, but expressed great fear that the United States may lose it if Congress continues its efforts to cut the administration's defense and foreign aid programs.
