He is standing in front of a group of reporters and photographers, all of whom are unidentified. Truman was in Key West, Florida on vacation. Also present is Admiral Robert Dennison (foreground right, in naval uniform), President Truman's Naval Aide, who presented the award on behalf of the Secretary of the Navy.
