Truman (right, just behind podium) receiving congratulations from Governor Jesus Pinero of Puerto Rico following his address at the Naval Air Station in San Juan, during ceremonies welcoming the President to Puerto Rico. Standing on the left, from left to right are Colonel Robert Landry, Secretary of the Interior Julius Krug, and President of the Puerto Rican Senate Luis Munoz Marin (smoking cigarette). Standing between Governor Pinero and President Truman is Vice Admiral Daniel Barbey. Others are unidentified.
