Secretary of the Interior Oscar Chapman (standing at podium) speaks at Meridian Hill Park, Washington, D.C., during a ceremony at which Queen Juliana of the Netherlands presented a carillon to the people of the United States from the people of the Netherlands. Seated in the front row, from left to right: unidentified man, Alice (Mrs. Dean) Acheson, Secretary of State Dean Acheson, Prince Bernhard Leopold, First Lady Bess W. Truman, Queen Juliana (partly obscured by post), and President Harry S. Truman. All others are unidentified.
