Secretary of the Interior Oscar Chapman (standing) speaks at Meridian Hill Park, Washington, D.C., during a ceremony at which Queen Juliana of the Netherlands presented a carillon to the people of the United States from the people of the Netherlands. In the front row, from left to right: Prince Bernhard Leopold (obscured by post), First Lady Bess W. Truman, Queen Juliana, President Harry S. Truman, Secretary Chapman, and Ann (Mrs. Oscar) Chapman (right side of podium). All others are unidentified.
