Standing in line from left to right: two unidentified people; Director of Mutual Security Administration W. Averell Harriman; Secretary of Commerce Charles Sawyer; Ann (Mrs. Oscar) Chapman; Secretary of the Interior Oscar Chapman (shaking hands with Queen Juliana); Nell (Mrs. Jesse) Donaldson (between Queen Juliana and Prince Bernhard); Postmaster General Jesse Donaldson (to the right of Prince Bernhard). On the extreme right, back to camera in pinstriped suit is First Lady Bess W. Truman. All others are unidentified.
