President Harry S. Truman (left) using a trowel to help lay the cornerstone of the new United States Courthouse for the District of Columbia. At the extreme right are Chief Justice of the United States Supreme Court, Fred M. Vinson and Judge Bolitha Laws, Chief Judge, United States District Court for the District of Columbia. All others are unidentified.
