President Harry S. Truman attends a cornerstone laying ceremony for the new United States Court Building in Washington, D.C. Speaking at the podium is Judge Bolitha Laws, Chief Justice of the United States District Court for the District of Columbia. Seated behind Judge Laws on the right are, from left to right: Judge Harold M. Stephens, Chief Judge, United States Court of Appeals, District of Columbia; President Truman; Justice Fred M. Vinson, Chief Justice of the United States Supreme Court; three unidentified men; and Justice Tom Clark, Associate Justice of the United States Supreme Court. All others are unidentified.
