Description

This is a photograph of a political cartoon by Herb Block "Herblock" in the Washington Post, originally published in 1951. Entitled "Maybe I was Better Off When I Wasn't Invited," an elephant is distraught when presented with a "$16 Billion Tax Program" by President Harry S. Truman and a donkey. On the wall, a sign reads "White House Bipartisan Tax Conference."
