Admiral Chester Nimitz is standing with Secretary Forrestal; Admiral William Leahy is standing behind President Truman. Truman was aboard the aircraft carrier U.S.S. Franklin D. Roosevelt for fleet maneuvers off the Virginia Capes. All others are unidentified.
