Description
Rear Admiral James Foskett (third from right) laying a wreath at the site of the statue of General Artigas, Uruguayan National Hero. Also present is United States Ambassador to Uruguay Ellis Briggs (center). All others are unidentified. The statue was fenced off for repairs.
