Secretary of the Army Frank Pace, Jr. (left) presents the decoration for exceptional civilian service to Mrs. Lillian B. Swartz (right) during a special ceremony at the Pentagon. She earned the award for her work as the Chief of the Policy, Regulations, and Procedures Branch of the Civilian Personnel Division, Office of the Secretary of the Army.
