Missouri Governor Phillip M. Donnelly speaks at the dedication of the Charles Keck bust of President Harry S. Truman in the State Capitol building in Jefferson City, Missouri. Behind Governor Donnelly are Rev. James D. Sill, Melvin Whiteside, and Peter S. Miravalle, all members of the American Legion, who commissioned the bust.
