In the background, behind Colonel Mara, is Under Secretary of State James Webb. Behind Mr. Webb, mostly obscured, is Secretary of Defense Robert Lovett. Standing next to Mr. Webb on the right is Secretary of Labor Maurice Tobin. In the background, behind Prince Philip, is Secretary of the Interior Oscar Chapman, and his wife, Ann Chapman. Behind Mr. Chapman is Attorney General J. Howard McGrath. All others are unidentified.
