Master Sergeant Oliver G. Skipper (third from left) and his family chat with Major General Louis W. Truman in front of their new Capehart Quarters at Fort Lewis, Washington. The Skippers were the first on the waiting list to move into the newly completed housing units. All others are unidentified.
