From left to right: Sir William Brown, K.C.B., K.C.M.G., C.B.E., Secretary of the Civil Defense Department and head of the British Delegation; Charles Raynor, U.S. State Department Chairman; Ralph K. Davies, Deputy Petroleum Administrator for War (fifth); Commodore A.W. Clarke, Chief of Staff to British Admiralty Delegation to Washington (eleventh); Commodore A.F. Carter, US Navy (fourteenth) and Brigadier General Howard Peckham, US Army, Representing the War Department (sixteenth).
