Description
President Harry S. Truman speaking at the Library of Congress on the 164th anniversary of the signing of the U.S. Constitution. After he spoke, the President witnessed the permanent sealing of the original documents on which are written the Constitution and the Declaration of Independence. The other men are unidentified.
