A group of Army officers from Washington, D. C., headed by Lt. Colonel A. Robert Ginsburgh, and men from Ellington Field visit the San Jacinto Ordnance Plant at Houston, Texas. This photo shows Col. Ginsburgh at the podium delivering a speech to a crowd of ordnance workers with unidentified officers and a civilian sitting behind him on a wooden platform. This is a visit to a defense plant.
