MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item 1. EDC and Contractuals

I went over with the President the present situation regarding the agreement with Germany and the European Defense Community Treaty, informing him that we hoped, on the basis of present information, to leave for Europe on Tuesday, May 20th, to meet with the Ministers on the 22nd and 23rd, to sign the German agreement at Bonn on the 24th, and to have the EDC Treaty and the Protocol exchange guarantees between EDC and NATO signed on the 26th.

Item 2. The Tuna Fish Tariff Matter

I discussed this matter with the President along the lines of Mr. Miller's memorandum of May 15. The President said that the matter had already landed on his desk. We discussed various methods of procedure and agreed that the wiser course was to attempt to prevent the matter from coming up in the Senate. I asked the President to speak to Senator McFarland about it and he said he would do so. It might be useful to have a memorandum for his use when the "Big Four" meet on Monday morning.
