Subject : Telephone conversation with Mr. McCloy, May 8, 1952
1. Re Confidential letters from the Secretary to McCloy - the French and Germans are O.K.; he has not yet talked to the British.
2. Chancellor is O.K. on our suggestions about reply to Russian note with one minor reservation which McCloy will telephone about. He will take up the same matter shortly with Reuther.
3. McCloy is very opposed to any mention in the note about the authorities in Berlin having been consulted - he says it would be very embarrassing to Reuther.
4. On Security guarantee he has not had an opportunity to try to obtain clearance.
5. McCloy will do everything possible to speed up contractual and EDC but cannot express any worthwhile opinion as to date until he gets to parish next week.
