The Secretary told me on his return from the White House today, in response to my question, that the president had not spoken to him again about the Gibson appointment as Director of PICMME.
I told the Secretary of the calls which Mr. Dawson had made to Mr. Humelsine and said we felt we had to go ahead with Ambassador Gibson since the Secretary was under specific instructions to do so. The Secretary told me most emphatically that we should. He said he could not be running back and asking the President every day or two whether he had changed his mind. We are to proceed with Ambassador Gibson.
I have not shown the Secretary the attached cable. In the light of his comment I should not think it necessary, but will do so if Mr. Hickerson and Mr. Humelsine think it is.

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

The Secretary told me on his return from the White House that the President had asked him to speak at an Armed Services Day Dinner on May 16. The President will speak after the Secretary speaks, but the President's speech will be a brief one.
The Secretary explained to the President that he might be in Europe and the President said if he was in Europe that was all right, but if he were here he wanted him to make the speech. The Secretary of course agreed to do it.

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

The Secretary told me on his return from the White House that he had discussed the immigration bill problem with the President. The President says that he is interested in the matter and that Mr. Lloyd is speaking for him in his discussions here. The President said he understood our problem with Senator McCarran. He said that perhaps we could ask Mr. Cellar who would be cooperative on the matter he thought, to postpone the hearings until we finished with Senator McCarran. The Secretary said that he thought this was a very good idea and, since it had come direct from the President, he thought we should do it. He said that if this could not be arranged, he thought that Mr. Humelsine would have to go ahead and testify.
