MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item 1. Draft of tripartite declaration on signing of EDC and President's message to the Senate on German contractual arrangements

I went over these papers very thoroughly with the President saying to him that there would have to be further work done on both before they were submitted to him for final approval, but that I wished to keep him abreast of the developments so that he could give us any direction he wished. The President recalled clearly the communications from London and Lisbon and thought that both the tripartite statement and the message were on sound lines.

The President called in Charlie Murphy to whom I gave the memorandum containing the draft of the President's message. We discussed the situation with Mr. Murphy and concluded that we would try to have in as nearly final shape as possible before I left for Europe all the papers which the President would send to the Senate. We thought that this was desirable inasmuch as if I should go from Europe to Brazil we would not wish that to delay the preparation and submission of the papers to the Senate.

Item 2. Reply to President Rhee's letter.

The President raised with me the question of a reply to President Rhee of Korea. I showed him the suggested message which Mr. Allison had worked out after my talk with Mr. Short. The President read the message and noted his approval on the paper which is in my book.

Item 3. The Director of PICMME

I went over with the President the recommendation from Mr. Warren and Mr. Humelsine. The President authorizes and directs us to proceed in this way.
