PARTICIPANTS: The Secretary Ambassador Morgenstierne, Norwegian Embassy Mr. G Hayden Raynor, Director, Office of British Commonwealth and Northern European Affairs

At the conclusion of a full discussion with the Secretary on the Korean- U.N. problem, Ambassador Morgenstierne said that he had been instructed to inform us that his Government favored having the central raw materials group membership confined to the U.S., the U.K., and France. In the event, however, that a decision was taken to increase the size of this group, his Government hoped that it would be increased to an extent which would make possible the membership on the group of one Scandinavian state.

The Secretary stated that we were feeling our way on this matter and that we were glad to have the views of the Norwegian Government on it.
