Mr. Acheson spoke with Mr. Lovett this morning on another matter. During the conversation Mr. Lovett told the Secretary that he was seeing General Bradley this morning about the memorandum on consultation with the British regarding military plans which Mr. Nitze and Mr. Jessup prepared and the Secretary sent to Mr. Lovett. He said that General Marshall had thought the idea a good one, but stressed that the arrangement must be informal and there must be no commitment to consult prior to reaching decisions.
