MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item 2. Appointment with the President for the Yugoslav Ambassador

When the Secretary returned from the White House today he told me that he had discussed with the President the question of whether the President should receive the Yugoslav Ambassador. The President told the Secretary that the White House had turned down the appointment because they thought that an appropriation request was pending on the Hill and felt that there would be an adverse reaction if the President received the Ambassador. The Secretary told the President that he was under the impression that there was no request pending. The President then said he was inclined to receive the Ambassador but asked the Secretary to find out whether there were in fact pending appropriations and what we thought of the possible reaction on the Hill.

The Secretary brought back the memorandum and asked that we examine these points. If the Secretary signs the memorandum recommending that the President receive the Ambassador, the President has indicated he will probably do so.
