The President has under consideration the Bi-Partisan Loyalty Commission, but does not wish to make a decision on this for reasons which he explained to me at the present time. He may act on it quite soon.

The President approved Ambassador Donnelly as High Commissioner to Austria. The memorandum with his approval noted upon it will return to us through regular channels.

Item No. 5 Ambassadorial Appointment for Mexico
The President is not yet ready to nominate a new Ambassador to Mexico. I will hear from him before very long on this subject.
If and when he does make a new appointment, he would be willing to send Mr. Thurston to Venezuela.
