MEMORANDUM OF TELEPHONE CONVERSATION

Participants: Mr. William Foster, ECA Secretary Acheson

Mr. William Foster telephoned the Secretary this morning about two matters.

The first, he said, came from Mr. Hoffman, who is at present at Pasadena. Mr. Hoffman, from talks with boys who are about to be drafted - including his own four - has gotten the very strong impression that these boys bitterly resent the fact that "there is no United Nations support in a physical sense of what we are doing". Mr. Foster told Mr. Hoffman that he thought that the question of physical support was a matter which was developing. However, Mr. Hoffman thought that it was very important that Secretary Acheson try to accelerate this development through the United Nations. The Secretary made no comment.
