Item 4. Supplemental Military Assistance
The President tentatively approved our going ahead with the $41/2 billion Military Assistance Program with the right to use some part of the fund for off-shore purchases. I said that we were contemplating leaving the economic assistance part of the program until the ECA bill came up in January or if events moved too fast, it might be taken up if there were a session of the Congress after the election. The President thought this a good program and is anxious to go forward with it.
He told me conversation with the Big Four this morning led him to believe the Congress would not be able to finish until about the middle of August.
