Item 1. Senate Appropriations Committee Reduction of Point IV Funds
I discussed this point with the President, giving him the information contained in TAB A. The President is having some soundings made on the Hill. He would like us and all other Departments to work with the White House along lines which will be developed by Mr. Charles Murphy. Mr. McFall will keep in touch with Mr. Murphy and let me know what, if anything, I can do.

Item 2. Security Council Resolution on Unified Command
I left with the President the memorandum and copy of the draft resolution. He read the resolution carefully, approved it, and instructed us to go ahead on that basis.

Item 3. Expanded Information Program
The President has not had an opportunity to talk with the Big Four about this matter. He will do so on Monday and would like a memorandum from us for his use in this talk. The memorandum should reach him, if possible, tomorrow. The President fully appreciated that the difficulty before us lies in the Appropriations Committees of both houses.
