Item 1. Secretary Johnson's Letter and Memorandum of June 7

I should like to talk with you about this item. The President has seen the memorandum but no orders have been issued. He would like to have our views. I said that I thought we would have to be better informed before we could have intelligent views. The question is how to bring this about.

Item 5. Appointment of Mr. Lubin to ECOSCC
The President has spoken to the Vice President and Senator Lucas about this.
I suggested that it would be helpful for him to speak to Senator Connally. He made a note to do this.
I said I thought the papers would come over to him today.

Item 4. Appointment of Mr. Peurifoy
I am attaching the memorandum to the President approved by him. Someone should take it and the carbon over to the White House and have the Clerk's office conform the carbon, so that the White House may keep the carbon and we may keep the original.

President's Talk with Mr. Spofford
The President talked with Mr. Spofford about the proposed assignment for him, presenting to him very strongly the importance of the task and the President's earnest hope that Mr. Spofford would do the job. After some discussion of it, in which Mr. Spofford expressed his appreciation, he told the President he would come back and talk with us at the Department and confer with his family and partners in New York and get in touch with us as soon as possible.

I gave the President orally the substance of the two memoranda on these subjects. He concurs in the attitude which we take. I offered to put our views in short memoranda for him. He would like this to be done.
