Mr. David Niles telephoned the Secretary this afternoon to say that Abraham Fineberg, who is connected with the Weizmann Institute, was going to London to invite Churchill to the annual dinner of this organization, and wanted to know if the State Department could appropriately second the invitation.
The secretary said he thought this would be inadvisable and that such action would appear to be putting pressure on Mr. Churchill and would also be establishing a precedent.
Mr. Niles said he understood perfectly the Secretary's attitude but he wanted to be able to tell Mr. Fineberg he had presented the proposal to Mr. Acheson.
