Item 1. Recognition of the Haitian Government

I went over with the President Mr. Miller's memorandum of May 31 and the President has authorized us to recognize the Government of Haiti.

Item 2. American Economic Mission to the Philippines

I went over with the President the memorandum of conversation with President Quirino on this subject which the President recalled very clearly. He went over my memorandum and the draft letter. He has approved the draft letter, will have it typed, signed and sent over to us.

Item 3. Secretary Johnson's possible visit to the Philippines

I mentioned to the President that Secretary Johnson called me this morning regarding the possibility of his visit to the Philippines. I told the President that I had considered the matter, at the Secretary's request, with my associates in the State Department and that I strongly recommended to the President and Secretary Johnson that he and General Bradley should visit the Philippines. I said that it would be most useful for the Secretary and General Bradley to get a first hand impression of the possibilities of our establishments in the Philippines and also that if the Secretary and the General went to examine our establishments in the Far East and did not visit the Philippines, it would probably have a most depressing effect there. The President agreed that this would be useful and said that he would speak to Secretary Johnson about it.

The President also mentioned to me that he was thinking of suggesting to Secretary Johnson that the President's Naval Aide, Admiral Dennison, should accompany him on this part of his trip.
